Yes you must install 1.36 before an than the update
GTA blocks being able to spawn mp cars in sp but this api fixes it aslo it says mplowrider but when you click on it the link will take you to mpsmuggler the upolader just updated his file

I found the solution! when you install the update, there are two “Grand Theft Auto V” folders that you can choose from, you have to choose the first one. The one that has another “Grand Theft Auto V” folder in it
